Cannot set rights and edit .htacess

As requested by the plugin, I set the correct right of htacess and wp -content. And put in some code in htacess.
No luck. The plugin would still not accept any of my changes.
Why?
I got blacklisted by my webhost during this attempts, so I guess w3 total will not be in my suite of plugin, to difficult to adjust ??
