Cannot set page as “posts page”

I’m using the twenty sixteen theme. I want my posts page to be my static front page so I created a home page and set it as “Front Page” and “Posts Page” under Appearance > Static front page and I also tried under Settings > Reading > Front Page Displays. It is not working. For some reason, it pulls up the content of all my pages on the static page. Please help!
