Cannot select tag

Hi, we want to use this for rare exceptions to coupons based on a tag. Because of this, we currently don’t have any products assigned to this custom tag. It seems that your plugin doesn’t work in this case, because I couldn’t select this tag until I created a dummy product and then applied the custom tag to it.

It would be great if we could select tags (or attributes) that were not yet used, so that we could set it up in advance and then it will work automatically in the future.
