Cannot schedule posts with publish

When trying to schedule a post to a later time, choosing the update button causes the immediate posting.
This been going a while. I thought the frequent WP updates will solve this but it didn’t.

Thanks for your help. However, each plugin slows the site so I would prefer not to use a plugin in order to remedy a function that is already there, just not working.
