cannot resolve the warning

    my site contents not appearing properly, when ever i try adding new theme i am getting the warning
    Warning: include(/home/techdjbc/public_html/ciliatech.in/wp-content/themes/twentyfourteen/functions.php): failed to open stream: Permission denied in /home/techdjbc/public_html/ciliatech.in/wp-settings.php on line 329.
