Cannot Reach JS file inside wp-includes

After installing WordPress 3.4.1 I had visual editor problems. I realized that I am not able to reach file inside wp-includes. It doesn’t load JS and CSS files from wp-includes.
I tried to change chmod but it didn’t work.These are some urls that give error ( I got 404 nothing found error page) .
