Cannot modify header information – ( […] wp-config.php […] pluggable.php

Hello,
after the migrations I often (or maybe always) get this error:

Warning: Cannot modify header information – headers already sent by (output started at /home/serigrafiaweb/public_html/wp-config.php:1) in /home/serigrafiaweb/public_html/wp-includes/pluggable.php on line 1179

usually, I solve it, changing the folders wp-admin and wp-include with original folders of wordpress.

This time I didn’t solved it so.

There aren’t spaces on line 1 of wp-config.php, I already tried to deactiving all plugins and themes, I also tried to install clear wordpress,and I import the database, I get same error… so maybe the error it’s for something in database…

Can you help me?
