Cannot login to my website

I attempted to try the plugin “DH Notification Bar“..anyway when I deleted it I got the following message:

If the error message is showing the name of the plugin it may not have been fully deleted.
No dashboard access is required. You can remove a plugin using the file manager in your webhosting account or using ftp access. Look in the WP Content folder for a folder labeled Plugins.
