Yes, this is intended so users don’t accidentally disable these buttons (and then complain to the other plugin’s author). You can hide them from a small WP plugin by using the 'mce_buttons', 'mce_buttons_2', 'mce_buttons_3', etc. filters.

I don’t understand, please be more specific.

To disable any buttons in TinyMCE (without disabling the plugins that add them), you can use a small WordPress plugin that filters the settings for TinyMCE. If you can’t make it yourself, perhaps ask somebody with basic PHP knowledge for help. It is very simple to make and a good way to “get your feet wet” in coding ??

You mean develop a small plugin that does this? Not a solution I was hoping for, I think I will stick to asking our developer to do this with every project needed. However I do recommend adding a simply hide/show option on the “TinyMCE” settings; it would be much easier. Thanks

Making a small WordPress plugin is the easiest way to do this on multiple sites. You just install it and adjust which buttons to hide.
