Cannot go back to group restriction once user specific has been altered.

The group restriction works just fine as well as the user specific restriction but when you no longer want to use the user specific restriction, you cannot turn it off. I removed all restriction from the user and expect the system to utilize the group restriction since no specific users restrictions are present. That is not the case. No categories can be viewed. Group restriction is not working. The system still thinks user specific restrictions are setup to not allow any categories.
The category listings are blank if using group restrictions but when the user restrictions have been touched and nothing is checked, the user see NO CATEGORY under the category list.
Is there a way to fix this issue?
