Cannot dismiss Welcome screen on Dashboard

I have the Consulting theme installed. At the top of my dashboard is a notice: “Welcome! Thank you for choosing Consulting! To get started please make sure you visit our welcome page.” with a button underneath that says, “Get started with Consulting.” There’s also a little x in the upper right corner.
This notice will not dismiss. I click the x and the Dashboard page reloads and the notice is still there. If I click the “welcome page” or “get started” link, I’m taken to the “Welcome to Consulting!” admin page, but my next visit to the Dashboard still greets me with the notice.
Please help me to remove this notice.

I had a similar issue several years ago with a different plugin, which was due to a plugin conflict:

However, I tested disabling of all plugins on the site, and the notice still will not dismiss:
