Cannot Declare Install fatal error

Try disabling all of your plugins, you will have to connect to your website via ftp, and just rename the plugins folder, under wp-content, to plugins-old.

I connected to my site using FTP but when i go to rename the plugins folder under content i get an access denied response using Filezilla

Can you try renaming individual plugin folders?

Now i was able to rename the plugin folder

Is the problem still there, did you rename all of the plugin folders?

I fixed the problem. I had to rename the install folder under wp-contents.
