Cannot create Order manually

We usually create the user manually and also place order for the course access manually. but from last few days whenever I am selecting the ” Customer
(Guest) Change – Or – Add multi users
Order key” Change option the page refreshes. Earlier there was a popup where I can select or search username. also same things happen when I select the Item list. The page refreshes.
