Cannot set my client as the “Raised by” person

When I attempt to create the ticket for my client and set my client as the person who raised it, it does not save that way. It saves saying that I am the one who raised it, even thought I select my client as the one who raised it.
I am logged into my site as an administrator, and I am an administrator in the ticket plugin. I also have “Raised by” turned on for agents so that I can say who raised the ticket from the start.
