• I have a fresh multisite installation using subdirectories. I can change the default email address in General Settings for the pimary site. However, when I change the email for the second site, I can change the email but it doesn’t send the activation email.

    The primary site does send the email and I can change the email address as well as activate it.

    If you are changing the email address associated with a user account, whether in the main site or a subsite, it will change that user’s email for the whole network, since all the users are shared in the database.

    If you need to have different email accounts for different sites, you will need to create different user accoutns for them.
