Cannot ask to validate member :(

Hi,

I have been spammed on my forum and people are putting toxic links on their fake profiles.

However, I have enabled user registration on the forum:

and unchecked on WordPress that "anyone can register".

How do I validate each user please? 

Can you tell me how to do this and the menu structure?
