Cannot Add Title Attribute To Images

If I use an image block I can’t add a title attribute. There is a facility for adding Alt Text in the block settings panel, but not Titles. My images are not held in the media library so I can’t add titles via that route. Can we not have titles in the block setting panel?
When I try to add them manually via HTML, it insists on making the image block a classic block instead.
