I have the same issue. My site URL is https://www.englishadvantage.info. However, I am not currently using Maintenance Mode.

Can’t upload a background image. There is no media in the screen when I click on the upload button. You can’t even paste in a URL from the media library. When you click the upload button there is no way to drag and drop or choose an image from the media library.
