cannot access wp-admin/install.php

I have had a successful install up until the step where I have to access my websites ‘wp-admin/install.php’.
I bought my domain, uploaded the wp files to my host, and created a PHPmyAdmin database.

Here is how my server files are set up
and the install.php file IS inside of wp-admin.

When I try to go to the specified URL: https://qegnetwork.com/wp-admin/install.php

I get to a page from my hosting website that says “the domain name has been registered with Gandi.net” – which was by me…

Please help me understand why I am not getting to the wordpress page that allows me to install my database via my browser (step 5 on here)
