Cannot access presentation tab in 2.5

  • Please help,
    I am a newbie and am using 2.5. I am unable to access the presentation tab to add a new widget. I am following Yaro’s blogging tutorial #10
    https://www.becomeablogger.com/video-10.html and cannot access the dashboard panel he is using with: Presenation Plugins Users Options

    I went to design and don’t see the sidebars 1 and 2 that he says to drag the widget into.
