Cannot access ‘Popups’ page

Hi, this is my first post, so I hope I’m doing this right:
I’m building my first website, and for some reason, any time I try to open the ‘Popups’ through ‘Templates’>’Popups’, I get a ‘Sorry, you are not allowed to access this page.’ error. I haven’t tried creating popups yet, so this is my first time trying to make one.

I tried deactivating and deleting any plugins I had besides Elementor, Elementor Pro, and Activity Log, but I still get this error.

I am also the only ‘Administrator’ on this site, if that helps.
