Cannot access my dashboard, anymore

I know it says, “easy 5-min.install”. Right now my frustration level is rising steadily. All I know is that I have to solve what I’m doing wrong. I started the process about 3 weeks ago and about 3 days ago, using a web-based how-to. Managed to get to my dashboard, for the site. But, although I could view a blog in preview it would not publish. The advice I first received on this forum, suggested that I re-load a copy minus the wp-content folder.
In doing so I thought I would take the opportunity to make a user in my database, one that had a more appropriate username. So, I changed my wp-config file and uploaded. Now the config file seems to have the correct info, vis-a-vis, the new username and the password. However I’m now locked out of my dashboard, with the screen that tells me either my server is down or the config file is missing. btw. server’s not down.
So my question is, can either point me to or help me understand? How can I either start-over the process; or what I need to do to re-establish my connection to my dashboard?
The original user for my database, I deleted, …… silly boy ……… how can I get WP to recognize this new database user? The info within wp-config seems to be correct? Do I start the whole thing over? If so, how do I go about the process? Or is it a matter of changing the user back, to reflect the original user? ….. call me “totally frustrated”! Cheers!
