Cannot access media, and site suddenly displaying weird

I honestly have no idea what happened with my site or how to go about resolving it. I noticed 2 admin users were created (not me, must have been hackers). I quickly deleted those users, banned the emails used. I ran updates on some plugins.

Now suddenly i cannot access the media page on word press, it endlessly loads. Some of my pages typically related to category images and icons are displaying very strangely.

I tried rolling back all recent updates. I tried re-installing wordpress, and i tried deactivating all plugins however the issue persists.

Please if anyone has insight on where to start, my knowledge is limited.
