Cancelled order notification not sending to vendor

I have checked out the debugging email section on your website and have followed all the steps. The canceled order vendor email is in fact turned on. The new order vendor notification email is sending just fine and I see it in my mail log with WP Mail SMTP. But when I cancel an order in the wp-admin section of the site the canceled order email is not sent to the Vendor. A refund notification email is sent to the customer but that’s it.
I don’t think I’m missing anything, it just isn’t even triggering to send. Does it only send when an order is switched to canceled organically (a payment fails or is pending for too long and it automatically switches to canceled)? If so, is there a function to tell it to trigger when the order is refunded instead?
