cancel order after order has been accepted

i am planning to use woo commerce for my online website.
here is my doubt –
if a customer orders using his debit/credit card ,and then after ordering users bank account is debited. now if the user after paying wishes to cancel the order, will he get the refund from the payment gateway automatically and does woo provides an option for the user to cancel order after purchase?
