Canada Post Not prioritizing in the cart

If an item with ANY other shipping class is ALSO added to the cart (along with items classed as Canada Post) then that shipping rate is the ONLY rate appearing in the cart, and not Canada Post Rates. No other options appear even though I have selected “Rates to show customer – All available rates that apply and let them choose.”
Example: we have items under a category called ‘Single Items’ which essentially is just a flat rate for small items that can be shipped at the ‘small package rate’.
Before the cart broke the checkout showed the regular rate and the flat rate. It no longer does…(except VERY intermittently as I saw on ONE test so far, but it’s not repeatable).Also we have one free shipping rate item, but as long as that rate was active ALL items added to the cart where showing ‘free shipping’ (even though that items is not in the cart). Had to remove that rate for now.
I did update WooCommerce Services to 1.12.5
I have not upgraded to WooCommerce 4 (still using 3.9.3) because of all the warnings and I have no idea if it is safe to do so yet.
The warnings that relate to my install are (with my versions shown)
Tax Report for WooCommerce 3.5.6 …(I have ver. 2.0, the latests)
WooCommerce Bulk Editor 3.8 (I have 1.0.5.1 which is the latest…. so this doesn’t make sense)
WooCommerce PayPal Checkout Gateway 3.9 (I have 1.6.20 the latest so this doesn’t make sense)
WooCommerce Stripe Gateway 3.9.2 (I have 4.3.2 so I dare not upgrade WoooOmmercer to 4)Also the cart will persistently show
“There are no shipping options available. Please ensure that your address has been entered correctly, or contact us if you need any help. ”
Unless I click ‘Ship to a different address’ or refresh the cart somehow it doesn’t recalculate.I have no idea what to do here. Please advise. Thanks
