Can you limit rows? To many pics are shown!

I have a page that I have a gallery on. I want to have 4 columns (done) and 4 rows with the user being able to scroll to see more photos or click something to see more.
What do you advise to keep page space to a low but lots of photos accessible? I will upgrade if that does the job.
