Can you customise user access per user?

I was thinking of purchasing this plugin, though wanted to make sure it had the requirements i was looking for.

I was looking for a plugin that allows any paid signed up member, to have control to edit a dedicated page on the website. So in theory, they can go in and edit a page that they have been given whilst signing up, though anyone can view this published page.
