    I am thinking to build a portal using CMS, i.e. user under the portal can build/maintain its own website (using the functions/utilities that we build using the CMS or the functions/utilities directly provided by the CMS) which can have its own users. In choosing the most suitable CMS, I wonder if WorldPress can do the followings? (sorry I am a newbie to WorldPress)

    1. it needs to be able to support 3-layer user relationship. The first is the super admin on the portal level; the 2nd layer is the admin of each website under the portal; and the 3rd layer is the user of each user website. (I know DotNetNuke can handle it.)

    2. Easy to build/deploy a website, but it should still be flexible enough so that it has enough entry points where developers can control/customize using their own codes.

  • WordPress multisite can do this. It gets a little crazy with theming/plugins though…the super admin gets to decide which themes/plugins are available for the users to activate, but I don’t think they can import their own (much like wordpress.com)

    you mean users cannot import their own themes/plugins? but can user build their websites with the themes/plugins that superadmin provides?

    Yes and yes; they can only use themes/plugins that you provide. If this is the case, then it answers your second question. Users can customize widgets and plugin settings, etc., but there is no actual code that they can customize, unfortunately (unless a theme or plugin has an option where you can insert CSS/HTML. Or, you could install a plugin that allows PHP in the posts and then they could customize there, but that could lead to vulnerability)
