Can wordpress do this?

Can wordpress create a site where the user is able to submit video, jpeg docs by emails to upload on the site (or upload themselves) and classify under different categories?

we would need to create a query to classify all the contents by dates, most viewed, most forwarded.

there is a need for a referral points system to award members that participate
