Can WordPress deliver what we need?

First of all apologies if this is posted in the wrong forum, or if I sound like a complete know-nothing bozo!
My wife and I have been trying to get her business website updated. As I have used WP previously to set up and manage a site for a local Scout Group using an existing theme, I thought WP would be ideal for her revamped site as it would give her much greater control and flexibility over new content.
We approached a local web design company who assured us they could deliver what we wanted, and after a few false starts (all to do with the look of the new site), we were left waiting for them to tell us it was complete. Two months later they have now told us they can’t do it, although the reasons are fairly vague (and more than a little suggestive that they were going to pay for wordpress.com hosting and get all the work done by them).
So now we’re left wondering whether what we want the site to look like and do is in fact possible. We have a design (which we created when the design company couldn’t come up with the goods), but we don’t know how to go about using our theme (made in Photoshop). As we have an existing site we have a domain name, but we also want to switch hosting as the current cost is too high, compared to other options we have looked into.
A .jpg of the theme design can be made available should anyone wish to see.
