Can we eliminate render-blocking JavaScript and CSS in above-the-fold content

I use this template for several sites, clients and my own.
Per Google Developers Page Insights – javascript and css causes a large delay in rendering pages. (For my sites it’s about the only issue I’m having now, everything else is optimized)

Is there a way for me (or for a future theme upgrade) to move these to the footer instead of in the header?
If “I” can do it, can you please guide me as to how and where?
