Can we set it to publish when featured image is empty or the right size?

Can the plugin be modified or a setting be set so that a post if either of the following 2 conditions are met:
– No featured image at all is set
or
– Featured image is set AND meets minimum dimension requirementsAs opposed to needing an image and it being the minimum dimension requirements?
