Can user edit_published_posts without having authority to moderate comments?

I would like one user that can moderate_comments to the exclusions of all others. I see how to set up a special user profile for that one user, however, it appears that any user with edit_published_post authorization can moderate comments, even if moderate_comments is not checked in their user profile. Can you assist me with how to allow some users to edit_published_posts, but not moderate_comments?
