Can Two Sites (Sub-Domain) Use The Same Database/User Permissions

Is there a way to get a domain and a sub-domain use the same wordpress database/users?
I.E., I would like https://sbsa.info and https://mobile.sbsa.info (which have different themes) to use the same database and user permissions.
Background: When I started developing a wordpress site for this group, it was decided that the blog feature was only important for the desktop/laptop version of the site. The mobile version was designed to load fast and have reduced functionality (only providing essential information).
Since then, I have been redirected to give the mobile site the same capability as the site that was originally designed for a desktop/laptop.
I realize the BEST solution would be to use a fluid theme. However, I cannot find a fluid theme that I can tweak that will keep the look of the desktop version the same and behave correctly when resizing for a smaller screen size.
The solution I came up with was to have the domain and the sub-domain each use a different template… static for the desktop and fluid for the mobile… I believe this will work if I can figure out how to get them to use the same database/user table. ??
I know there are help files out there- but they seem to deal with using a sub-folder, not a sub-domain.
