Can total number of target email addresses be increased?

I have organized a petition campaign that aims to reach a fairly large number of entities who could influence whether or not it achieves its objectives. The existing template only allows me to enter about ten or twelve email addresses–I would like to send the petition to about 70 recipients each time it is signed.

Is there a way to change the settings to allow me to do this.
