Can This Do "If this" then use xyz_shortcode

I’m currently using a shortcode on a page.

I would like to update that page do a check and if that check passes then use the existing short code else echo a message:

your plugin if check
// was true so now I’m going to use a shortcode from another plugin
else
// was false so print to the screen that it was false

Can this plugin accomplish this?
