    Like for the new WP 4.8, to see if anything breaks, before committing an actual update on the live site?

    Clarification: Can it run a different WP version from the Live site?

    Current version is working with WP 3.8. Just need to update the readme.txt

    Yes, after copying a site you can update the clone to a higher WP version
