Can this be used to only allow certain IPs to access backend?

    I have historically used this for blocking all countries EXCEPT (mine, and a few others).

    But can I use it to block all countries BUT whitelist certain IPs?

    Yes you could block the world and just allow single ip addresses of an ip block

    Ok thanks, and if there is an issue can I just deactivate the plugin or delete the mmdb file?

    Yes if you deactivate the plugin (or remove the mmdb file) the plugin will not work anymore.
