Can Redirection ignore a redirect for the root of a Multisite?

Let me explain.

I have a multisite.

When I started it, the Network root and the main site used the same URL.

https://start.url

And I accessed the Network settings via:

https://start.url/wp-admin/network/admin.php

But now that sub-site has become defunct. And there is a new site:

https://NewSite.url

I would like to be able to redirect https://start.url to https://NewSite.url, but NOT if I am trying to use the Network root settings…

Is this doable?
