Can one get it for free thanks to GPL?

I’ve spotted a nice theme for sale.

I know somebody who bought it.

I have 2 questions:

1) Has the company selling ti the obligation to send the source code to whoever (customers or not) ask it? 2) Can the person who bought it give me a copy for free winch I could use in production?
