Can not update or create

I had an older version of PHP Code that worked until I upgraded to WP 4.3. The plugin no longer would update or create a new snippet. So I upgraded this plugin to 1.3. It, too, will not allow me to upgrade my existing code (it just hangs at “updating”) nor can I create a new snippet – it just jumps to another WP page telling me it can’t find what I’m looking for. HELP!
