Can not add new user as zoom users

I am unable to add a new zoom user, all the time it says No privilege.
how this error occurs, what’s the issue behind this.

in my zoom account, a user is already added, and I am able to add a user from my zoom account but not in your plugin.

please let me know the solution for this.
