can no longer update or install plugins

Ever since I installed this plugin and ran the optimizations I am no longer to install or update other plugins. This was working just fine before using this plugin. I now get the error ‘Could not create new directory’ when trying to install or update other plugins. Did optimizing my database screw up my permissions on the server?
I am on a shared hosted website so I have no ssh access to the server to check what is going on.
