Can no longer choose which countries a Shipping Zone applies to

I went to Shipping->Shipping Zones to add a new shipping zone for the country of Malaysia and found that there is no longer an option to add a specific country to the shipping zone – only zipcodes and zipcode ranges. The country chooser doesn’t even appear there anywhere when I try to define the zone. ???

I have:

Zone name: Malaysia

Zone Regions: (ONLY allows me to enter zip codes and zipcode ranges – the country picker is completely gone now for some reason)

Shipping Methods: this section still works exactly as it always has.
