Can i use the customizer non start pages?

I can’t seem to find a way to get access to the customizer when using added pages.

I saw a msg at one point that said something like navigate to pages to edit with customizer however when i click links from the menu while in the costomizer they dont do anything. Also in the list of pages only start pages shows the edit with customizer button next to it.
