can I turn off commenting?

Using Pure Line v1.2.0 and I’m having trouble turning off comments, is it possible they are hard-coded to be on? Or perhaps I’m doing it wrong?

I go to Dashboard/Settings/Discussion and un-check “allow people to post comments on new articles”, and it doesn’t seem to make any difference.
