Can I serve up videos by their category?

Yes, this should work. Try from WP admin, go to Video->Categories and for a category with videos in it, click “View”. It should open the category archive and display the videos from that category. For example, on our demo website, you can see the video categories: https://vvp.codeflavors.com/vimeo-videos/animation/

Try saving the permalinks, might do the trick.
