Can I let each user select frequency of emails

No, this isn’t possible, it individual emails or digest emails, both at the same time is not possible.

Hi, if each registered user can not select receiving individual or digest emails, can the user at least select ‘on’ or ‘off’ for the email frequency that we arbitrarily set for them?

Of course, any ethical email plugin would allow opting out.
