Can I get links in the Top Header text section, in addition to title link

I have links for the titles for each of the 3 Top Header sections, but I also want links in the text for the Top Header sections, so users and link directly to pages. I tried putting HTML a ref tags within the text, but they are ignored. Is there a way to do this?
